We are committed to keeping housing in Ward 3 affordable for working families, seniors, and longtime residents. By holding landlords accountable and protecting quality, low-cost options,
we will help ensure everyone has a safe, stable place to call home.
Through open communication and community-driven safety initiatives between residents and law enforcement, we will work together to reduce crime, increase trust and ensure that every resident of Ward 3 feels safe and supported where they live.
We will work to continue access to after-school programs, summer camps, and mentorship opportunities for children. Providing young people with the tools, guidance and encouragement they need will help them to succeed.

Retired Law Enforcement Officer with 32 years of distinguished service at the Rocky Mount Police Department, Carl has dedicated his career to protecting and serving the community with honor, courage, and commitment.
A devoted husband, proud father and grandfather, and a 32-year resident of Rocky Mount, Carl has spent decades serving his community with integrity and heart. A lifelong mentor to young men, he has volunteered his time to coach youth basketball, provide free security services to his church, and guide the next generation through leadership and service. As a dedicated member of Omega Psi Phi Fraternity, Inc., he embodies the values of uplift, perseverance, and commitment to community.
Respected Adjunct Professor and Basic Law Enforcement Training (BLET) Instructor at Edgecombe Community College, Carl is dedicated to educating and preparing the next generation of public servants and law enforcement professionals.
